[Python]Anaconda3でHTTPSConnectionPool

認証が必要なプロキシ環境下で、設定が不十分なまま？
pipによりライブラリをインストールしようとしたときに発生したエラーと思われる。

「思われる」としたのは、解決できていないので。。。
PyCharm で Anaconda3のPythonを使おうとして発生していました。
PyCharm とデフォルトのPythonでは発生していません。
